1995 talon ecm pin 26 for camshaft postition sensor, its a 420a with m/t?

its my students project car they selected it and are building it but it continues to have a code for timing belt slipping one tooth. timing belt is dead on. it has the 8v supply and good ground but on pin 26 out of the ecu there is a 5v signal. i am a gm guy and to me this is weird but on a eagle is this normal. alldata and shopkey do not list a voltage any ideas?

I'm not sure my buddy had a problem similar with his eclipse. I would go to an eclipse to talon forum because most people on here probably won't know something like that.
