car instrument lights on without key...?

All of a sudden my 1994 lexus sc400 instrument panel wont go off, even if i take out the key entirely, i can still press on the break and shift it to R or D or whatever. it should be entirely off, the blinkers still work and makes a weird noise when i do turn on the blinker when the key is out...its been really cold here in NY dropping to around 5 at night maybe below...i called my friend and he said that it might be a contact switch or the ignition module is stuck...any help would be greatly appreciated. thank you

Yeah it sounds like because of the cold the ignition module is stuck but not entirely stuck or the car would run without the key.
